Open Question: I read this and it got me thinking Why would God do this?

And then I came up with two possible conclusions
1. God creates them knowing they are going to Hell which would make him a total @$$ (Assuming he exists)
2. God does not exist
……What are your thoughts and opinions? And if you draw any other possible conclusions from reading this report please post them
